Broad-based Vision Statement: We envision flourishing accountable counties in Arkansas with widespread community involvement in broad-based development (economic, community, educational, leadership) that is measurable and sustainable over the long term in a technology-based global economy.

Elements of Broad-based Development: Broad-based development is composed of four elements: economic development, community development, educational development and leadership development. All are synergistically interrelated and essential, and need to be addressed simultaneously if sustainable progress is to be made.

Broad-based Development Analogy

Broad-based development may be compared to an anatomical view of the human body that reveals the complex and interdependent internal linkages and functions common to us all.

• The head represents leadership; that is, the ability to see, think, conceptualize, speak, manage and orchestrate.
  
• The torso represents the community; that is, the collection of entities that serve the needs of the body as a whole as well as its individual parts.
  
• The arms and hands represent economics; that is, the ability to transform and add value in exchange for wants and needs.
  
• And the legs and feet represent education; that is, the grounded foundation from which an individual can move to new opportunities.

Each part of the body is synergistically interrelated and essential to all other parts. And so it is with broad-based development. Simultaneously strengthening and conditioning the entire “body” of Arkansas is essential if we are to successfully compete in the race towards prosperity.
